News - Public private partnership operational phase transition white paper

The Public-Private Partnership (PPP) industry is changing and in order to ensure long term project success a new operational approach is required, says PPP consultancy and software specialist, Service Works Group.

PPPs have transformed the condition of public infrastructure in a number of countries, delivering hundreds of new hospitals, schools, prisons, roads, bridges, railways, defence systems and government offices. So much so that, in more mature markets such as those of Australia, Canada, Western Europe and to a lesser extent the United States, the industry’s focus has shifted from ‘doing deals’, or completing construction works, to achieving successful management of the contracted facilities over their entire life-cycle.

Investigating this fundamental change in PPPs, Service Works’ new white paper, ‘Analysis Of An Industry In Transition: Insights For The Operational Phase Of Public Private Partnerships’, draws on SWG’s global research conducted with leading PPP industry organisations and journals: CCPPP (Canadian Council for Public Private Partnerships), NCPPP (National Council for Public-Private Partnerships), Partnerships Bulletin and P3 Bulletin earlier this year to show the extent of operational challenge now in effect.

Themes throughout the white paper include:

  •     Difficulties commonly faced by the partnerships
  •     The emergence of governmental financial pressures and its effect on the partnership stability
  •     The need for transparent performance reporting to strengthen PPP projects
  •     Technology and integrated payment mechanism software’s role in demonstrating value for money and measuring performance.

Gary Watkins, CEO of Service Works Group, considers the white paper a key piece of literature for those working in the PPP sector.

“Our extensive research with the leading industry organisations and journals has produced critical new insight into the operational phase of PPP projects – and crucially, how public and private sectors believe the issues they both face can be resolved through a stronger foundation of clear, transparent and auditable performance information.”
