Single LEAP and Eastern Goldfields Regional Prison (EGRP)

Two new case studies looking at how SWG clients use P3rform to manage their PPP O&M projects are now available on our website.

 

Single LEAP

The Single Living Environment and Accommodation Precinct, or Single LEAP, is a project established by the Australian Government’s Department of Defence to address and improve the standard of live-in accommodation for single military members. It has been carried out in two phases under public-private partnership (PPP) arrangements awarded to the Plenary Living Consortium and totalled 4,400 individual accommodation units across Australia, including a range of social facilities such as basketball courts and recreational pavilions.

Service Works’ software was chosen from the outset having been used by Plenary on other PPP contracts. Whilst LEAP Phase 2 was a separate contract to LEAP 1, it operated under slightly different parameters, and commenced some five years later than LEAP Phase 1; Plenary worked with Service Works Global to ensure the software could manage both contracts concurrently. A fully-integrated payment mechanism (or paymech) calculates monthly charges and any financial deductions and abatements for both contracts, providing transparency, accuracy and auditability for all stakeholders. Complex reporting for the Department of Defence that would take days to complete manually is automated in minutes.

Eastern Goldfields Regional Prison

Eastern Goldfields Regional Prison (EGRP) is a new state-of-the-art prison in Kalgoorlie-Boulder, Western Australia, catering for both genders across all security ratings with a focus on delivering rehabilitative programs and meeting the needs of its primarily Aboriginal population. Replacing a smaller facility, the new 350-bed EGRP will allow more offenders from the local area to serve sentences close to their families and communities, with a view to improving prisoner wellbeing and behaviour. Developed under a PPP contract, Honeywell is providing facilities maintenance services over a 25 year operating term.

Strict adherence to myriad PPP contractual terms can be easily overlooked without a comprehensive operational and maintenance management system in place. The Department of Justice Contract Manager, based at EGRP, accesses QFM on a regular basis to review and track the status of all events and report on compliance. “As a client, I can access QFM to monitor activity against the service level agreement. Reports are automatically generated each day through the system, and this this allows me to audit how the prison is being affected by any faults that may have occurred. These software tools are invaluable and provide the potential to prevent problems escalating into a deduction scenario. I also have access to the custom reports developed by Honeywell which allow me to comply with my own reporting requirements.”
